Mayor Jerry Sanders and City Attorney Jan Goldsmith will discuss land use issues that impact the economy at a Feb. 10 program sponsored by the San Diego/Tijuana chapter of the Urban Land Institute. The discussions will include the rebuilding of the city redevelopment agencies, financing infrastructure development and finding a mixed-use solution to building a new public library. Bob Kittle, editor of the editorial page of the San Diego Union-Tribune, will be the moderator. The program is from 7:30 to 9 a.m. at the University Club,
